Appendix II: Web Management Committee Charge

University of Houston Libraries Web Management Committee
September 2004

  1. Purpose and scope. The Web Management Committee will be responsible for providing user-focused guidance and oversight for the design, implementation, enhancement and maintenance of the Libraries' public and internal production websites. Specifically, the Committee's primary areas of responsibility will include:
    1. to ensure that the Libraries' public and internal websites reflect the mission and priorities of the Libraries and the University;
    2. to work with content providers and Systems to provide tools, architecture and guidance that will enable providers to add and maintain their web content;
    3. to develop, implement and oversee policies and best practices for the addition, timely review and updating of website content;
    4. to develop and articulate a vision statement that will serve as a standard for evaluating the adequacy of the current public and internal production websites and also as a guide for determining the future directions of same;
    5. to provide specifications, guidance, and oversight to Systems staff engaged in activities related to the Libraries' public and internal websites;
    6. to review and approve proposals for significant changes to website architecture, interface and content.
  2. Membership, etc.
    1. The Committee shall consist of five full and two non-voting ex-officio members, appointed by the Dean of Libraries, from among candidates nominated by the Assistant Dean for Systems, in consultation with the Dean of Libraries, the Associate Dean of Libraries and the Assistant Dean for Public Services.
      1. Full members
        1. two members selected from current staff in the reporting chain of the Associate Dean of Libraries;
        2. two members selected from current staff in the reporting chain of the Assistant Dean for Public Services;
        3. one member selected from current staff in the reporting chain of the Dean of Libraries.
      2. Ex-officio members
        1. one member selected from current staff in the reporting chain of the Assistant Dean for Systems. This member will generally be the same as the current UH Libraries' Web Coordinator.
        2. one member selected from current staff in the reporting chain of the Associate Dean of Libraries. This member will generally be the same as the current UH Libraries' Metadata Coordinator.
    2. Full members are understood to represent *all* functional and administrative areas within the reporting chain of the Dean or Associate/Assistant Dean to whom they report. Thus, for example, a member who normally works in ILL is 'represents' not only ILL concerns, or even those of Access Services, but rather, all units that report to the Associate Dean for Libraries. Members undertake to consult with and report regularly to staff in all units they represent.
    3. Terms
      1. Full members. The normal term of a full member is two years from date of appointment. Full members may not serve more than two consecutive terms.
        1. In order to 'stagger' committee terms of service, the initial term of one each of the full members responsible to the Associate Dean for Libraries and the Assistant Dean for Public Services shall be one year.
      2. Ex-officio members - the normal term of an ex-officio member is two years from date of appointment. Ex-officio members may be reappointed repeatedly.
    4. Miscellaneous matters.
      1. A Committee Chair will be appointed for a renewable term of one year from among the membership (including ex-officio) by the Assistant Dean for Systems.
        1. The Chair will be responsible for preparing the agenda of Committee meetings and for ensuring the recording and timely distribution to Libraries staff of minutes of such meetings.
      2. The Committee will meet on an as-needed basis, but not less than every three months.
      3. The Committee will report to the Assistant Dean of Systems.
      4. The Committee may request attendance at its meetings by appropriate other Libraries staff as needed.
      5. The Committee may form subcommittees as needed to assist in its work. The members of such subcommittees may be drawn from the ranks of Committee members and other Libraries staff.
